Comparing contractor quotes: what should you look for?

Comparing quotes from building contractors? Learn which line items, warranties, schedules, and exclusions are critical in remodeling or renovation.

A low quote looks enticing, but means very little if it is not crystal clear what is included and excluded. When remodeling, renovating, building an extension, or refitting a bathroom, you are not comparing bare numbers; you are comparing complete contractual agreements: tasks, materials, schedules, warranties, provisional allowances, and exclusions.

A dependable builder quote answers three core questions: what will be constructed, how will it be executed, and what happens if on-site reality differs from the initial assumption?

Quick answer: how to compare quotes fairly

Place quotes side by side line item by line item. Look beyond the bottom-line sum to evaluate the level of specification. A quote with extensive details may appear higher initially, but ultimately proves more transparent and reliable because fewer items remain open to dispute.

When two quotes differ considerably, the disparity almost always lies in details that are not immediately evident at first glance.

Provisional allowances (stelposten) must be explicit

A provisional sum (stelpost) is a temporary allowance for elements yet to be selected by the client, such as sanitary fixtures, tiles, interior doors, taps, or lighting. This is completely standard practice, provided the allowance sum is realistic and it is transparent what happens if you choose a cheaper or more expensive item.

Be cautious of vague formulations like "to be determined later", "by mutual agreement", or "exclusive of extra work" without further explanation. They are not necessarily fraudulent, but you must know where financial risk lies.

Fixed price, target price, or cost-plus billing

Always establish what type of pricing model has been agreed. With a fixed price (vaste prijs), the contractor absorbs ordinary execution risks for the agreed scope. With a target estimate (richtprijs), it is vital to know when the builder must warn you of cost overruns. The Dutch Consumers Authority (ACM ConsuWijzer) clarifies that payment for variations depends directly on the contractual pricing structure: hourly rates, fixed price, or target estimate.

Before signing, ensure it is unambiguous whether the quote represents a firm contract sum or an open budget. In renovation work, a target estimate can be sensible when parts of the existing structure remain concealed, but only with clear procedures for reporting, substantiating, and approving extra works.

Ask about working methodology and communication

A quote is about more than money. The contractor's way of working dictates how much peace of mind you will enjoy during construction. Ask how communication is handled, who your daily contact person will be, when finish selections must be finalized, and how variations are documented.

Compare scheduling and lead times

The earliest possible start date is not automatically the best choice. Quality construction requires careful preparation: ordering materials, coordinating subcontractors, conducting permit checks, and locking down technical details. If a builder claims they can begin tomorrow on a complex renovation, inquire closely about how preparation has been arranged.

A realistic schedule also accounts for practical dependencies: delivery times for window frames, plaster drying times, plumber availability, or municipal drawing approvals.

Essential questions to ask a builder

Ask these 8 questions before signing an agreement:

  1. Is this a fixed contract price or an open target estimate?
  2. Exactly which tasks and items are excluded?
  3. Which material grades, dimensions, and brands are priced in?
  4. Who coordinates architectural drawings, permit checks, or structural calculations?
  5. How are variations (meerwerk) quoted and approved in advance?
  6. What happens if unforeseen hidden defects are uncovered?
  7. Who is my dedicated site contact during construction?
  8. What specific warranties apply to workmanship and materials?

A reputable contractor welcomes these questions; they ensure aligned expectations from day one.

When is a quote too low?

A quote is suspiciously low when key components are missing, only generic descriptions are provided, or finishing standards are unstated. In bathrooms, ventilation ducting, pipe modifications, or waterproof tanking are sometimes omitted. In extensions, earthworks, steel lintels, electrical points, or facade repairs are frequently left out.

In older homes, extra caution is needed. Behind walls or under floorboards, wood rot, uneven levels, crumbling masonry, or old wiring may require attention. A solid quote explains how unforeseen repairs will be managed.

Put variation orders in writing

Variations (meerwerk) frequently arise during construction: an additional double socket, different tiles, more extensive repairs than expected, or an altered doorway. Agree that variations are always discussed and priced prior to execution. This prevents contentious arguments upon final billing.

Written records do not have to be onerous. A brief confirmation email or sign-off on a variation form detailing what changes, why it is needed, what it costs, and if it affects the completion date is infinitely better than verbal agreements.
